Place frozen garlic bread onto baking sheet and bake according to package directions.
While the bread is baking, start by cooking the ground beef in a large skillet until browned. Pour onto paper towels to drain off excess fat.
Place hot skillet back over the heat and sautee onions and garlic in olive oil until tender, 3-5 minutes. Pour browned beef back into pan along with marinara, water, dried spaghetti, sugar and seasonings. Stir together to coat spaghetti in sauce and cover. Reduce heat to medium low. Stir after 5 minutes. Replace lid and cook another 3-5 minutes or until spaghetti is cooked to your liking. Taste and adjust seasonings.
By now the garlic bread should be out of the oven and cooling. Spoon a heaping tablespoon of the spaghetti mixture in between each slice of garlic bread. If you have any leftovers, you can save it for another day or really stuff your garlic bread. Sprinkle each loaf with parmesan cheese and bake at 350 for 5-10 minutes or until your cheese has melted. Remove from oven and serve.
