Heat large, nonstick skillet over medium heat. Break meat apart as it browns.
Once the meat is completely browned, stir in garlic and cook until fragrant, 1-2 minutes. Add in the ketchup, water, Worcestershire, ground mustard, brown sugar, chili powder, salt, and pepper. Stir together and simmer 5-10 minutes or until water has mostly evaporated and sauce is thick.
Spoon meat mixture onto toasted hamburger buns and serve.
